DISABLED PARKING PERMITS

Applications for permits are available at all County Clerk’s offices or print the following:
Application for Disabled Persons Special Parking Permit.

Persons whose mobility, flexibility, coordination, respiration, or perceptiveness is significantly reduced by a permanent or temporary disability to the arms, legs, lungs, heart, ears, or eyes, may obtain a permit with a licensed physician, chiropractor, or advanced practice registered nurse’s original signature on the application for the permit.

Current and new (permanent) placard applicants will be required to complete the Application for Disabled License Plate or Parking Placard Form, (TC 96-347), and have signed by a licensed physician, chiropractor, or advanced practice registered nurse’s original signature.

For an applicant who is obtaining a temporary placard certification, the Application for Disabled Parking Placard Form (TC 96-347) may be completed by a licensed physician, physician assistant, physical therapist, occupational therapist, chiropractor, or advanced practice registered nurse’s original signature.

Applicant’s signature must be notarized. Applicants can have their signature notarized at any County Clerk’s branch or downtown office. The notary fee is $2.00.

The permanent disabled placards are valid for 6 years. These placards can be renewed for a period of 6 years each. The temporary disabled placards are valid for a 3-month period. To download the application for a disabled placard in PDF format, click here.

As a Jefferson County resident, you may either apply for your parking placard in person at any Jefferson County Clerk branch office or mail your completed application to:

Both permanent and temporary placards shall be displayed on the front windshield’s rear view mirror. When there is no rear view mirror, the placards shall be displayed on the dashboard.

House Bill 81

With House Bill 81 there will be three significant changes with regards to disabled parking permits:

  1. Permanent placard renewal cycle will change from 2 years to 6 years.
  2. Permanent placard will expire in the applicant’s birth month and may be renewed up to 12 months prior to expiration.
  3. Initial permanent placard to be issued at no cost; 2nd placard or replacement placard fee $10; fee breakdown: $8 road fund and $2 county clerk.  A temporary parking placard will be issued at no cost; a fee of $10 will apply for a temporary replacement placard.
