A lien is a legal claim on the property of another for the satisfaction of a debt. This includes consumer goods, personal property, automobiles, boats, household goods, and business equipment. Motor Vehicle Lien releases and filings are handled at:

Lien releases may also be processed at any branch location. Submit the current title and the Title Lien Statement Release form (TC 96-187) to release a lien and clear the title. The Title Lien Statement Release form is provided by the lien holder, once the loan has been satisfied.
If you are unable to locate your Title Lien Statement Release form (TC 96-187), you can request that your lien holder create and mail you a new Title Lien Statement Release form.
For Owners: If you are unsure of the status of your vehicle lien, please contact our office in person, by phone, or by email. Please be prepared to provide the Vehicle Identification Number (VIN) or Title Number.
For Lenders and Titling Companies: Authorized users can check the status of Kentucky titled cars, trucks, motorcycles, and RV's by enrolling in the State of Kentucky Online Vehicle Information System (OVIS). All UCC filings made in Kentucky are to be made to the Secretary of State except for Motor Vehicle Title Liens (to be filed in the Lien Dept.) and Fixture Filings (to be filed in the Legal Records area.)
