The Clark Bridge (2nd St.) and the Sherman Minton will remain toll free. There won’t be any toll booths, instead, two types of transponder will be used. A free one for local traffic only, or for $15, a driver may buy the E-ZPass, which works as well in 16 other states. You have to maintain an account with either system, and it will cost $2 for each crossing, larger vehicles up to $12. If you don’t have a transponder it will cost $4 to cross and a camera will take a picture and send a bill to the vehicle owner. Bobbie Holsclaw Jefferson County Clerk Late this fall we should be able to cruise across the Ohio River on the long-awaited East End Bridge, the new Lincoln Bridge downtown already being open. This will mark the first time also since the K & I T RR Bridge closed for auto traffic in 1976 that a toll bridge has operated in Louisville. Tolls were long part of the plan to fund the new bridges under a joint facility with the state of Indiana. A big reason the new eastern bridge took so long to build, basically a project pushed by community leaders since the late 1980s, was this decision on tolling. Tolls are unpopular and still holding back the new bridge in Cincinnati that will replace the Brent Spence Bridge. The law there (the Public Private Partnership, the so-called 3P) specifically forbids tolls for connections to Ohio. This may make a new bridge in the near future quite difficult, however. A new bridge at Henderson, the Governor just announced, may or may not have tolls. But my guess would be it probably will. Tolls for major bridges are simply a fact of modern life. That’s really the only way to finance them. Before the 1950s, basically all major bridges had to be tolled. The federal highway trust fund, flush with money in the motor-crazed 1960s, being the main exception. These days, with much thriftier autos paying less in gas taxes, that money is not even enough to do maintenance on the roads we have.
